CLB 5 in French means you have reached NCLC 5, the "initial intermediate" level of the Niveaux de compétence linguistique canadiens, the French twin of the Canadian Language Benchmarks. In practice it means you can handle familiar, everyday situations in French with some confidence, but you still struggle with abstract topics, fast speech and complex writing.
IRCC uses "CLB" for English and "NCLC" for French, and the levels line up one to one, so NCLC 5 in French carries the same weight as CLB 5 in English.
What CLB 5 in French looks like in real life
The scale runs from 1 to 12 in three stages: basic (1 to 4), intermediate (5 to 8) and advanced (9 to 12). Level 5 is the entry point of the intermediate stage: "can cope, not yet comfortable". In each skill, that tends to look like this:
| Skill | At NCLC 5 you can usually… | …but you still find it hard to |
|---|---|---|
| Listening | Follow a clear conversation about work or appointments and catch times and instructions | Keep up with fast, informal speech |
| Speaking | Describe your job or a past event and ask for what you need, with pauses and errors | Defend an opinion at length |
| Reading | Understand notices, short emails and the main idea of a short article | Read dense texts quickly |
| Writing | Write a short, clear message in simple connected sentences | Build a longer argument with varied grammar |
On the European CEFR scale, NCLC 5 is often compared to a lower B1, but treat that as approximate.
Which TCF or TEF score equals NCLC 5?
IRCC publishes the official conversion. At the time of writing, the minimum NCLC 5 scores are:
- TCF Canada: 369 in listening, 375 in reading, and 6 out of 20 in both writing and speaking.
- TEF Canada: 181 in listening, 151 in reading, and 226 in both writing and speaking.
Each skill is converted on its own, so you can be NCLC 5 in speaking and NCLC 7 in reading on the same result sheet. For the full bands, see our TCF score to CLB chart or the TEF score to CLB chart.
What can you do with CLB 5 in French?
Here is where NCLC 5 genuinely helps:
- C16 Francophone Mobility work permit. This is the headline use. C16 generally asks for NCLC 5 in listening and speaking only. Details are in our C16 work permit guide.
- Canadian Experience Class, for some jobs. For CEC, the minimum language level is generally CLB 5 if your Canadian experience is in a TEER 2 or 3 job, and CLB 7 for TEER 0 or 1. You can meet it in either official language.
- Above the citizenship bar. The citizenship language requirement is CLB/NCLC 4 in speaking and listening, so NCLC 5 in those skills already clears it.
What CLB 5 in French does not unlock
NCLC 5 does not earn the extra French points in Express Entry, and it does not make you eligible for French-language category draws. Both need NCLC 7 or higher in all four skills. The Federal Skilled Worker program also starts at CLB 7. Our NCLC 7 points guide explains what changes at that level.

- Check where you stand with one timed practice set per skill you need.
- Train the weakest required skill first. For C16, ignore writing.
