NCLC 7 in French means you can use French for most everyday and work situations without constant help: you follow normal-speed conversations, write clear messages and explain your point of view, although you still make visible mistakes and lose words under pressure. It is the level of the Niveaux de compétence linguistique canadiens that Express Entry treats as the line for French bonus points, and it is the French twin of CLB 7 in English.
For the points it earns, see the NCLC 7 points guide.
What NCLC 7 in French looks like in practice
The scale has three stages: basic (1 to 4), intermediate (5 to 8) and advanced (9 to 12). NCLC 7 sits near the top of the intermediate stage. Think of it as "working French": you are no longer surviving, you are taking part. Here is how that tends to show up in each skill:
| Skill | At NCLC 7 you can usually… | Typical weak spot |
|---|---|---|
| Listening | Follow a meeting, a phone call or a radio report on a familiar subject, and pick out the main points and some detail | Fast, mumbled speech and strong regional accents |
| Speaking | Explain a problem, give an opinion with reasons, and keep a conversation going without long silences | Verb tenses and agreement slipping when you hurry |
| Reading | Understand work emails, instructions and news articles, and work out unknown words from context | Long, dense texts with abstract vocabulary |
| Writing | Write a clear email or short essay with a beginning, middle and end, using linking words | Spelling, accents and repeated simple sentence patterns |
On the European CEFR scale, NCLC 7 is usually compared to B2, but treat that as approximate. The two systems were not built to match exactly.
A realistic example
Imagine a customer calls your workplace in French because an order arrived late. At NCLC 7 you can understand the complaint, ask two or three clarifying questions, explain what went wrong, propose a solution and confirm it in a short follow-up email. You may stop to find a word and your email may contain a couple of errors, but the problem is solved. At NCLC 5 the same call is possible only if the customer speaks slowly.

What is the gap between NCLC 6 and NCLC 7?
Most people who miss NCLC 7 miss it by one skill, and the gap is usually one of consistency rather than knowledge. At NCLC 6 you are generally correct on familiar topics but break down when the topic changes or the pace rises. At NCLC 7 your accuracy holds up on less familiar topics too. Practically, that means:
- Speaking and writing: using a wider range of connectors (par contre, en revanche, d'ailleurs) and handling the past, present and future without mixing them up.
- Listening and reading: keeping your attention for the whole item instead of losing the thread halfway.
For the points and the PR pathways that change between those two levels, see CLB 5 vs CLB 7 in French.

Frequently asked questions
Is NCLC 7 the same as CLB 7?
Yes. NCLC is the French name and CLB the English one, and IRCC treats the same number as the same level.
Is NCLC 7 fluent French?
Not quite. It is a solid working level, but you will still make mistakes and search for words. Fluency is usually described at the advanced levels, NCLC 9 and above.
Is NCLC 7 the same as B2?
They are close and often compared, but the scales are different, so treat B2 as an approximate guide and not an exact match.
Do I need NCLC 7 in all four skills?
For the French bonus points and the French-language category draws, yes: IRCC looks at all four skills. Check the official IRCC pages for the current rules.
